Het is “Maximilian Joseph Graf von Montgelas, a Bavarian politician and jurist (!) under king Maximilian I. of Bavaria.
The statue is made by Katrin Sander (professor and artist). She used old paintings of Montgelas, digitized them and reconstructed that 3D model, which is made from a single aluminium block. But I can’t tell you why.”
